Our Story

In 1966, inspired by the spirit of change, a group of visionaries founded the Clallam-Jefferson Community Action Council. These pioneers recognized the hidden struggles of poverty in our community, from poor health and hunger to unemployment and housing instability. Six local residents conducted a comprehensive needs assessment, revealing not only a dire need for essential food and shelter but also a powerful desire for education and job training to empower lives.

Fast forward to fall 2024, we proudly rebranded as Olympic Community Action Partnership, or OlyCAP. For 58 years, we've evolved to meet the changing needs of the Peninsula's communities. Today, with over 80 dedicated professionals, OlyCAP runs diverse programs across Clallam and Jefferson counties, all united by a singular mission: to serve and uplift our community.

How We Work:

Community Action boards are designed to ensure broad participation from the entire community, including those served by the network. By law, these boards must consist of at least one-third low-income consumers (or their representatives), one-third elected officials (or their appointees), and the remaining members from the private sector.

To effectively implement this structure, Community Action Agencies (CAAs) must carefully recruit board members, actively promote opportunities for board service within the community, and provide orientation, training, and ongoing support for their oversight roles.
