OlyCAP provides up to $1,250 towards annual home heating costs for qualifying individuals and families in Jefferson and Clallam Counties. Our Energy Assistance Program supports various heating sources, including electricity, propane, wood, pellets, and oil. You may qualify for assistance even without a past-due balance or disconnection notice.

The Open Doors Fund builds on the incredible legacy of helping children, families, and seniors in Clallam and Jefferson counties. We provide emergency assistance for essential needs, ranging from medicine and clothing to food and utilities, as well as support for vocational and education fees. The fund also helps with deposits for safe shelter and electricity.
Here are some ways your generosity has helped our community members:
A senior living alone and on a fixed income could not afford repairs to her home. The fund helped with the cost of repairs, enabling her to live safely and healthy in her home.
A family of five lost income during the COVID-19 pandemic and fell back on mortgage payments. The fund helped stabilize their financial situation and removed their risk of imminent homelessness.
A family of four could not afford clothing for their two daughters, nor school supplies. Donations to the fund helped them prepare for the new school year and set them up for success.
A couple struggling to make ends meet was able to use fund donations to repair their vehicle and safely make it to the wife’s cancer treatments located in another county.
A single mom of four was struggling to afford childcare for her children. Donations to the fund paid for the childcare, enabling her to find full-time work in a fulfilling job role that gives back to the community.

Weatherization Assistance helps relieve the burden of high energy bills on our clients while improving the comfort and safety of their homes.
OlyCAP provides free home energy-efficiency improvements to households that meet income guidelines. Eligibility varies by income type, household size, and other factors. Please contact us and tell us about your situation. You can apply for assistance whether you own or rent, and we serve both site-built and mobile homes in Clallam and Jefferson County.
After we receive your application and you are determined to qualify, we will contact you to schedule a home visit. An home energy analyst certified by the Building Performance Institute® will perform a thorough assessment of your home and develop an appropriate scope of work. Olycap will hire the contractors to perform the work, and we will inspect the work to ensure it meets program standards.
*Be aware that the weatherization program does not have funding to perform major home repairs. While we can perform minor repairs to protect the work we’ve installed, larger, more involved repairs are beyond the scope of the Weatherization Assistance Program.
To verify your household’s eligibility, you will need to complete an application
form and provide some supporting documentation such as proof of income, photo identification,
and owner/renter information. (If you or a household member has applied for LIHEAP or other
OlyCAP services in the past year, you may already be eligible for Weatherization. Contact us for
more information.)

have any questions about the required documents.
