Our Nutrition & Emergency Food Services are designed to support individuals and families facing food insecurity, providing not just immediate relief but also long-term solutions to promote wellness and self-sufficiency.

Commodities Supplemental Food Program (CSFP)

Our CSFP program provides monthly deliveries of shelf-stable food crates to eligible seniors. This USDA program supplements the diets of adults aged 60 and older who are homebound or face challenges accessing nutritious food. Through these regular deliveries, we aim to improve health outcomes for individuals with limited resources.

Senior Farmers Market Nutrition Program

We partner with Jefferson County Farmers Market to connect seniors with fresh, local produce. From June 1st through October 31st each year, this program provides lower-income seniors access to fresh fruits, vegetables, and honey while supporting local farmers. Eligible participants receive a prepaid Electronic Debit Card for use at approved Farmers Markets, or may receive boxed produce deliveries directly to their homes.

Emergency Food Assistance Program (TEFAP)

OlyCAP distributes USDA food to 17 local food pantries and meal programs across Jefferson and Clallam Counties. These partners serve children, adults, seniors, individuals experiencing homelessness, tribal nations, and veterans. We enhance this support through free Mobile Food Markets in Port Townsend, Port Hadlock, Sequim, and Port Angeles. Individuals and families earning 400% or less of the Federal Poverty Level who self-declare their need are eligible to receive TEFAP food assistance.

When receiving TEFAP food, you self-declare that:

  • The name and household size provided is correct.
  • Your address provided is correct; if homeless, you can put homeless.
  • You reside within this state (there is no minimum length of residency required).
  • Your income is at or below 400% of the Federal Poverty Guidelines as posted for this distribution.
  • You agree that TEFAP food is for home consumption and the household is in need of this food.*
  • You have been shown and have read the full USDA Nondiscrimination Statement.
*NOTE: TEFAP recipients are NOT required to present a social security number or identification. Participants do not need proof of citizenship, immigration status, household size, or income is required to receive TEFAP food. Participants are not required to reveal household members and their age ranges.

Community Partnerships

Collaboration is key to fighting hunger. OlyCAP works with local food banks, farms, and community organizations to ensure that food is distributed efficiently and equitably. We partner with organizations like Northwest Harvest and Food Lifeline to bring more food to our local communities in Jefferson and Clallam Counties. Northwest Harvest believed that “Nutritious Food is a Human Right.” They provide millions of pounds of free food to a network of programs across Washington. Together, we're building a stronger, healthier community.

We currently have four mobile food markets.

Port Angeles Senior Center

Tuesdays: 10:30 am-12:30 am at 328 E 7th Street, Port Angeles, WA 98362

Caswell-Brown Village

Thursdays: 9:00 am-11:00 am at 142 Mill Rd., Port Townsend, WA 98368

Jefferson County Library

Thursdays: 12:00 pm-2:00 pm at 620 Cedar Ave, Port Hadlock-Irondale, WA 98339


Serenity House Thrift Store

2nd & 4th Saturday each month: 12:00 pm-2:00 pm at 551 W Washington St., Sequim, WA 98382
